			<content:encoded><![CDATA[<p>The core manuals will not contain cultural dictations for the different races.  Since the M3 Universe is separated into planets, each chapter will be assigned a planet and will be allowed to come up with their own culturally significant aspects to the races.  A couple reasons went into this decision:</p>
<ol>
<li>This makes for a better variety of gameplay especially when visiting different chapters.</li>
<li>Each chapter isn&#8217;t required to know cultural significance of a visiting player.</li>
<li>Any potential chapter cultural rules are known from the beginning not to automatically transfer between chapters.</li>
</ol>
<p>We hope this leads to better cross-chapter play and better roleplay for all.</p>

<p>Design Note:<br />
A decision was made not to separate out races such as Dwarfs, Gnomes, &amp; Halflings as there were enough technical game play differences with the other races.  Players wishing the flavor of these races are more than welcome to partake in the &#8220;broad physical features&#8221; of the humans and give themselves a bushy beard, bulbous nose or hairy feet.</p>

			<content:encoded><![CDATA[<p>The universe is an infinite void with pockets of existence scattered around called planets.  It roughly approximates the universe the players live in.  These pockets form into large collections called galaxies and into smaller collections called solar systems.  Most often, these systems are centered by a single star.  In order to play in such a universe, you must know what makes up these pockets of existence.  There are three parts to these pockets, the Elements which make the physical aspect, the Forces which give it action, and the Arrangements which give how the Elements and Forces are organized.</p>
